When sending goods through any seaport of the world, it is necessary to perform a whole range of work, starting with the paperwork and the delivery of cargo to the port territory. The shipment of the cargo to/from the port territory are external to the intra-port forwarding tasks, but closely related to it. Since the delivery of goods to the port is carried out only after the conclusion of the contract for intra-port transshipment, taking into account the standards of processing of technical equipment by the port terminal and the norms of technological accumulation of a certain type of cargo. And the terms of export of cargo, determined by the same contracts, also depend on the technological capabilities of the terminal.
The intraportal forwarder can be an independent company or a linear carrier agent, or the forwarding can be carried out directly by the terminal staff. But the most acceptable solution, in our opinion, is the scheme when responsibility for intra-port forwarding remains with the forwarder, the operator of multimodal transportation. Since this excludes the possible duplication of duties of intra-port and multimodal forwarders in organizing various kinds of approvals or engaging, for example, surveyor services or customs services.
